Runner interference. The SS was making a play on the ball.

No different than lead off at first and hit by the batted ball, runner out due to interference.

Did the fielder even look at the ball?

This rule is found under Interference in all major softball rulebooks. The specific citation depends on the organization: USA Softball: Rule 8, Section 7J (1). NFHS (High School): Rule 8, Section 6, Article 10. NCAA (College): Rule 12, Section 13. The text generally states that a runner is out when they interfere with a fielder attempting to field a batted fair ball. In these situations, the fielder’s right to the ball supersedes the runner’s right to the base path.

Base runner has right of way in base path, period. All runners are safe

The runner is out. If defensive player is making an attempt on a batted ball, there is no base path for the runner. Same for baseball. He or she has to avoid the defensive player, also the runner can not make any gestures to distract the defensive player. The defender has to be able to complete the play also

If the fielder is in the act of fielding the ball, he/she has priority. The runner must avoid interfering. If the runner hinders the fielder, it’s interference. The runner is typically called out. This applies even if the fielder is not yet holding the ball — just actively attempting to field it.

the base runner is entitled to the base path. they do not have to run around defenders. shortstop should have taken a step forward or back.

You know, I don't know the rules, but I would have to say the shortstop initiated contact. She actually ran up to the base path, making no effort to go to the ball. The runner made no effort to push the SS or anything. I don't think interference was what she intended as she remained in the base path. I don't know what the call was, but I feel she should be allowed to take her base. Just my opinion.
