alot of times its a building that is unfunded and in debt that someone wants to keep so in order to keep it yiu have to rename the place and permit and restore the place. look to what the debt was more then looking at it the way your saying . because you cant change any building unless you bought it because it was in foreclosure? so I can not see anyone able to take over and put there name unless they had to merge because of debt.? 🤔
