He could be doing a community clean up project. I prefer to look on the positive side and i see him making the neighborhood cleaner and more appealing.. thank you sir regardless of the reason you are cleaning around the curb....
For whatever reason he is doing this, good job! Nice to see determination and good work ethics. Not all people who do community service are criminals.. If a judge gives this option, usually it is because the person might be working off a fine they are unable to pay or a retribution for a minor infraction.

When I was a kid back in Brooklyn, we had men who pushed wheeled trash containers and swept the gutters clean. Gave employment to many. Then they brought in big machines to do the same thing, requiring alternate side parking. Didn't work because many drivers didn't obey the parking rule. Streets were filthy because the machines couldn't clean.

Actually, it’s necessary for the drainage to work properly. We do it here in our neighborhood when we can. But that is and should be a job for restitution. Exactly the kind of work that road crews do from the prisons. Or perhaps community service.👍🏼

I’ve done that. I seen a blocked street water grate plugged up water over road. So I cleared the blockage 👍 maroon two minutes to make travel safer.
