Remember that your elbows are weapons too. They might be sore but it beats breaking fingers if you punch him as hard as you can. Someone who grabs your hair means to violently harm you. You are allowed to do whatever it takes to stay alive. I guarantee you an elbow in the throat and he’ll never get up again. If you knock him down without incapacitating him he can get up chase after you again.
