It is the base path, not the base line. The base path is not established by a runner until a tag attempt is made. The runner was already moving around the pitcher before any tag attempt was made. If you have anything, it is obstruction on the pitcher.

never exchange the ball with the runner. the middle third of the base path. it causes too much time for the runner to advance considering the length of the throw, the exchange, and the return throw. it is also important to make the runner commit.

Out. You can’t evade the tag by going out of the base path. One step might not get the call, but he was three steps out so this is an easy call.
