I live in florida and there's houses in palm harbor that are very much the same way.Got a small basin at the bottom that people fill up and sit in and it grants that all these houses will build back in the seventies and sixties that i've seen lots of them like that.I do agree.It's a bit odd.But it was coming back in the day
