Maybe you should read more of the Bible than just Leviticus 19:33-34, because Scripture draws a clear line between ruthless foreign invaders God's tools of judgment and peaceful resident foreigners we’re commanded to love and protect. Deuteronomy 28:49-50 warns of invaders sent as a curse: "The Lord will bring a nation against you from far away... speeding like an eagle... a fierce people who show no mercy." These are hostile armies like Assyria or Babylon, devouring land and oppressing without pity not welcome guests. In contrast Leviticus 19:33-34 itself with its context It speaks of strangers who "sojourn with you in your land," meaning law-abiding residents submitting to God's laws not forceful conquerors.
