I can understand the reasoning of putting gravel on wet ground. penetration and a better base. But, no this wrt and then the ground was not prepared properly. deep ruts were in it and the driver, no matter how good can not show how good he/she actually is and the owner not seeing a "level" gravel laid blamed the driver for the extra work to get it level.

Waste of money, that road base will push in and the goo will bleed through. Need to dig out the soft spots, put some geofabric down and bring it up in compacted lifts.
