It's easy enough to throw a, shawl over your breast when feeding in public. What I did and no one ever complained. Unfortunately in the US it is looked down on to expose your breast to breastfeed. Because we sexulize everything. It's OK in Hollywood though for women to be mostly naked. . 👍
It depends on whether she was completely exposed or not. The baby needs to eat, too. But, at least cover yourself. It would show common courtesy to not subject others to what your private area looks like.

I breastfed 3 children. A total of 6 years. Anywhere I needed to. I never once had one person say anything to me.
Breastfed all my babies and it depends on the person making this video. If she sat next to a family and just stuck her boob out and fed them, I’d say that’s not exactly kosher🤣 It should be normalized but not if you’re exposing your boob.
