This type painting is a waste of time. Not getting under the window rubber seals allows water, etc. to get under the paint and start peeling in no time. windows of this type need to have windows pulled. The rubber seals are not that expensive or hard to put back in. Accept full cost of doing anything correctly or it's a waste of money. You say, of being sold, that it had been repainted that's what I will look for first. If I see it has not been pulled I'll not pay the price you're asking because I know less than a year down the road the paint will start peeling.
