Snow doesn't melt visibly with a lighter because its porous structure wicks water away, while the flame's soot turns the surface black, and the heat causes sublimation (solid to gas), meaning it's vanishing without much liquid water, plus snow insulates and a lighter's heat is easily dispersed, but it is disappearing. The black color is soot from incomplete combustion of the lighter fuel, not pollutants or fake snow, and the snow shrinks as it changes state, showing it's reacting to the heat.

I am A 80's Baby I remember snow use to melt when me and my friends put heat on it lighter, welding torches etc snow it doesn't matter what type of heat real snow melts
