I'm just guessing but maybe they are demonstrating that the gate can be secured by pushing it and unsecured by pushing it again. Not what I would recommend if there was any chance of say a 2 MPH or stronger wind.
We had some similar at the stockyards many years ago. Ingenious way to hold a pen gate open while heading the cattle in.
