The Officer that shot positioned himself in front of the vehicle then prepared himself to draw and shoot when the vehicle went into reverse. He had already made the decision to shoot before the vehicle started forward. Premeditated, he knew his position and made the choice to shoot instead of moving 1 or 2 steps to the side to avoid the vehicle that was not coming directly at him.
The first time I saw this they had removed the ICE Ageny that was about to get hit.
