The first police cruiser intentionally went past the turn and 'circled' in order to block the one civilian vehicle as well as prevent additional civilian vehicles from entering and causing interference (unintentionally) with an emergency response to some incident the 4 cruisers were headed to. It is also possible the first cruiser completed the maneuver, complete with the flood light, to illuminate the intersection/tight turn for the other cruisers to expedite their response to whatever incident they were responding to.

the first cop may have been preventing the citizen from becoming involved in a dangerous situation that the citizen was unaware of. please note that u-turn cop did not get out of their vehicle nor approach the citizen. cop one may have simply overshot the turn and came back around
I'll bet this driver thought he was going to be hassled by the cops for nothing but when they turned down the other road breathed a sigh of relief!馃槻 Even if you haven't done anything it sucks to be bothered by the cops 馃憤
