The most stupid part of this whole video is the fact that the dog's owner wasn't aware enough to notice that his dog walked right in front of the car which could have taken off at any moment and run over his dog. Off leash is a ticket, not a death sentence. They won't even take the dog. Fight the ticket with the video. The dog is clearly not dangerous and it looks like the dog may be going towards the drivers door to get in the vehicle. This is obviously a well trained dog.
