You can get true lumber from a mill. It doesn’t have to be true to be structurally built.

No, 2 x 4 or 4 x 4 actually measures 2“ x 4“ or 4“ x 4“ anywhere. This is pretty universal everywhere you go. I heard you to find me a 2 x 4 that actually measures 2” x 4”

let's get it straight. All lumber sizes have srank to the least possible size for solid construction. Yes 50 yrs ago if you where lucky true size lumber could by found. Now it has shrunk It's minumin size for building. The new guys don't know why all of this happened. There are a whole lot of reasons for it, the new generation doesn't know. And yes I agree about the stock being all 2nd lumber that the real lumber company's won't stock.
The unfinished piece of lumber is that size and then after planing and sizing it becomes smaller that's why

the difference in size from old lumber a newer,is because they used run it the kiln to shrink it, then cut to size. now they cut it then kiln it. cheaper manufacturing, more profit. Just like the nickel candy bar.
I can remember when a 2x was 1 5/8" then changed to 1 1/2. The lumber yards would sell both together in the same load. That made framing a challenge, because nothing matched up.

it's for the half inch osb that's added to outside of rough construction 3 and a half plus half gives you 4.
