Simple: ask the cop, the semi driver and the car waiting in the left turn lane and if they weren't stopped for a red light, it doesn't matter because the cop had the right of way, no matter what.

looks like the target truck was traveling through the intersection and noticed the officer not stopping at light .that's why he hit his brakes hard as he enters intersection.cop didn't see pickup and pickup didn't see cop.both the target truck and the pickup were moving into the intersection.cop most likely at fault no lights flashing.stupid cop also.he should have entered that intersection in the middle lane would have given pickup more chance to react

The truck stopped, assuming for a red light, so the pick up ran a red light. i don't see any lights flashing on cop's car, and with semi stopped, cop must have had a green light. A lot of assuming, but why else did semi stop?

Car and semi were both stopped, but well into the crosswalk. Also...if they were both stopped, it stands to reason the pickup should have also stopped. In short, he ran a stop...so all 3 were in the wrong.
