Checking to see if the catalytic converter is plugged and not getting air the exhaust can’t “breathe”. If it’s getting enough air that will get blown right off, but you have to tape it before you start not after.

I think that this guy isn't trying to perform any kind of hack, but show people a prank. The exhaust blowing through the middle of the razor blade, it's probably going to make a loud whistling sound that will make the driver think their car is all messed up unless they look at the exhaust pipe.
It's actually a prank on someone who knows nothing about cars and it makes a funny noise until it falls off

So is that idle or a cetain RPM for each engine set up, and each exhaust configeration? Just put your mouth around the tailpipe and gave someone rev up to 5000 rpms, if the exhaust comes out your ass immediately, converter is good!
