Because before the death and ressurection of Jesus, people still had to pay the cost for their sins, regardless if God wanted to forgive them because he is a just God. Also, if i recall correctly, when Jesus returned from getting the keys of life and death from hell, he also brought Adam and Eve with him. This means that his forgave everyone who had truly repented of their sins to heaven because the blood of Christ cleaned them of their sins and paid the debt. Jesus didn’t die so we would be forgiven of our sins. He died so that we could be holy with God. Sin taints us but the blood of Jesus washes us clean making us pure again. Once we are cleaned through our faith in Jesus, we can be in the holy presence of God in Heaven.
