Sometimes cops are running to a domestic violence call and they do not have the lights nor sirens on Going because they do not want anybody to know that they're showing up to someone situation house or whatever they want to get there while things are hot and heavy that way they know who is fighting or causing the disturbance
so it might have been a cop but he had no right to speed and in fact was breaking the law if he had time to turn around which clearly he did then he wasn't on any kind of emergency call / mission. so if it was me I'd take the charge for throwing that at the officers car but I would also be making sure that officer answered for breaking the law.

I think this is a set up. I saw the same car in the same neighborhood and the guy filming slashed the tires. it is not a cop car. on the side it say anti-takeover special unit.

People seem to think emergency vehicles especially police are exempt from certain traffic laws. Same with vehicle codes… he very well could be going to something serious and cut the lights and sirens.
