That’s standard tug welding in super slow motion. The first weld without filler rod is the pre heat. Welding isn’t rocket science it’s melting metal together.

Adding mild steel to high carbon steel is a recipe for disaster. If the Operator was using a high carbon steel rod it would be acceptable. Odds are that rod is E-70s a mild steel degassed copper plated welding wire and not suitable for repairing a high carbon brake rotor.
