This is a Federal check point now available in many States. And yes U.S. Border Patrol Agents have the right to ask for citizenship regardless if any suspicion of a crime. REMINDER ICE is not there to give you any citations for Penal Code or Vehicle Code violations. They are simply asking if you are U.S. Citizen or not that's all.
