why would someone be on death row longer than 5 years that's ample time for appeals that's the crooked legal system they make money off these people who have been sentenced to death they actually make more cause they security level so if they carry sentence out in 5 they cant bleed the tax payers for another 20 years another way for the government to siphon money to their salaries while the rest of us pay for it
