I drill a few small hole around the top area of my kitchen trash can to let the air escape when it's getting full. it works well. but not at the bottom and so big. yes, rodents would be an issue.

I did this years ago makes it easier to put the bag in but you don't ahold that big a couple of small holes about 6 inches from the bottom incase the bag gets a leak
