First of all, a veteran should never need for anything to the point that he has to steal. His country owes him a debt, everyone in his country owes him that debt. He put his life and priorities on hold and on the line to be of service to the rest, and that entitles him to never have a need that goes unmet. If the laws and government don't pay that debt or make policies and programs that meet those needs, it is the obligation of private citizens to meet his needs. It's called gratitude and appreciation for his sacrifice. There isn't enough respect and appreciation for those who put their lives on the line and make the biggest sacrifices for everyone else. Some pay the ultimate price to protect and defend the many, losing their lives.
