For those worried I state the following: First, Social Security, Medicare, VA disability payments and military retirements are MANDATORY payments that MUST be paid same as Congressional paychecks. Second, yes all departments except CRITICAL departments will be shut down Third, guess WHO gets to determine which departments are critical? Yep, Trump. SO, Trump can declare DHS and DoD critical and they will continue to get paid.
