It looks like to me his right foot barley touched the white line before he was hit. He was also near the first down while going out of bounds. To me if someone is going out of bounds as Dart was and you still hit him that's a dirty play.

not a dirty hit they protect the quarterback too much once you leave the pocket you should be considered a runner not a quarterback but if you don't get out of bounds or slide your free game he needs to know when to step out of bounds
