We had these games at our elementary school's summer activities sessions in Miami in the late 1950's- early 60's. There was no skill required. It was, definitely, a game of chance. However, the faster you pulled the cord for the top, the longer and faster it would spin. Thus, your score could depend on how smooth and fast you could pull the cord on the top.
I'm pretty sure this was a hasbro game back in the day😂
