okay that have the time, location,a description of the car, with 2 people and which direction they went. so why don't they look at the footage from intersection cameras and follow them from camera to camera and then you can get their location down to the block with a better description of the car including the plate, then you got the name of the vehicle registration. so right there you have enough evidence for an arrest
