Just add a 2x6 to the right wall with 3/4 plywood make a hinged deck even with the other rail that just folds up vertical against wall and up to use stairs. even add a support post that folds out to support the center as it folds down. be like $50 fix

perhaps you could remove the door and put one of those folding ladders like they put in garages so it can fold out onto the steps so you can use it easier

That’s a great use of space for storage especially for seasonal items. Add a pull down ladder or flooring too extend and add even more storage…and it’s functional.
