Well here in Ar, you can drive on public roads just not on the interstate. And four wheelers.
I had a car , go thru a red light, I put my lights on and he continued and then he " went into his driveway three blocks away. As i approached him, the first words were, " I am in my driveway," and it's private property. I explained that he went past a red light on city property and that it was a violation. He requested a supervisor, and after the supervisor arrived, I gave him three citations. In court, he tried that story with his lawyer. 475.00 and 6 points .Case closed. Now, his insurance will get a little more expensive as well.

My 2 neighbors have golf carts. We live in a co-op and the roads are private here. Police cannot issue tickets in here. They've tried, but all have failed. This community is responsible for the up keep of our roads. If the city, county, or state made repairs they would no longer be private.
Chances are, if had of just complied, he would have just gotten a warning. You have to give respect to get the same in return. I have gotten out of so many tickets over the years for following a lawful order. You'll catch more flies with sugar than you will with vinegar.

As to Florida motor vehicle laws anyone who has a golf cart must have insurance and it has to be registered go look it up and it also has to have brake lights and headlights go look it up

Once people start understanding that cops are maritime officers and their only goal is revenue for corporate America then maybe we can finally get back to the constitution. Because apparently a lot are unaware that our country operates under martime law, judges, prosecutors, cops...all paid by the same entity. Only a grand jury has the power to indict. But yet we allow officers of maritime law and prosecutors to take over that role which is....UNCONSTITUTIONAL. Technically if a cop pulls you over and he has his lights on he is supposed to have witnessed a crime that would be at least one year in incarceration...no less. So a cop pulling you over with his lights on...is a felony if you weren't committing a crime that could yield at least one year in jail. Thats how corrupt our system is. Dude should've just said he was traveling and not in commerce. Would've been thrown out, because we have a right to travel unimpeded. Look up the constitution if you think im wrong.

Some HOA's allow golf carts in their private communities. Plus, usually with those communities Cops have to follow the same rule as vampires, and can't come in unless invited. So why was he there? I need more context.
We have people that have golf carts here that used them on our roads. They're not illegal to use them around your house. It doesn't make any sense. They can't go up to somebody's house and demand their license and etc, they can't do that, not like that no.
