The dog isn't hurting the cat. The dog is trying to keep the cat in the yard and doing it as gentle as it can by pulling the cat down. It is actually sweet.
I will say one thing about it? the dog is pretty smart and knows how to use his paws to grasp around the cat's body without hurting him to pull it off the fence. they must spend a lot of time together in order to care for each other? I'll bet they are pretty good friends!💕

I had a English Cocker that my family adopted. Four weeks after my family adopted her a multicolor grey long fur cat with a small kitten adopted us. Two weeks after adopting us she went in the backyard with her kitten. Every time the mother cat wanted to go in the front yard my dog would block the kittens access to going under the gate to the front yard. One time my Dad saw the kitten trying to go between the wall of the house and the pole that held the gate she was trying to squeeze through to follow her mom my dog grabbed the kitten by its tail carried the kitten to the dogs outdoor bed on our back patio and placed her in her bed and refused to allow the kitten to get up. My Dad was laughing the whole time this was going on. My dog did everything she could to protect the kitten while the mother cat was roaming in the front. At night the mother cat would hide the kitten in the garage.

He knows the rules. You can't leave the yard without a human and on a leash. That dog could jump the fence if it wanted to. He just doesn't because he knows he's not supposed to. Should someone mess with his family outside that fence, that dog would not think twice about jumping over that fence and show them why they shouldn't mess with family members. That fog loves that cat, but not sure the feeling is mutual.

Cats can be vicious if you mess with their kittens my ca face had litter on back porch. all of a sudden I hear this terrible scream. Dog must have got too close. I watched her literally ride the back of this dog holding on with he claws. Many years ago no leash laws. She rode the dog to the property line and jumped off. Felt sorry for the dog, but it was really funny.
