Heads up. The current funding procedures encouraged waste fraud and abuse. In order for a government agency to get funded they must show they spent all the fiscal funding from the closing fiscal year, so waste comes in too play. Fraud in order to expand operations create a new piolet program and get funding. We have got to get away from this finding madness and give reason to cut waste fraud and abuse through bonuses. Make money an incentive to cut. the waste and fraud...bonuses. And follow up monitoring
