From what I see talking doesn't raise the threat level and isn't a reason for a tyrant cop to use a tazer. Cops always violate this requirement to taze someone, and upper management let's their cops get away with these violations until video of the violations appear.

OK Tazers are about 40% to 50% effective. Thick clothing is one of the things that will prevent them from working.
The officer is not experienced enough to know that you need a spread [distance] between the darts in order for the laser to be effective. Simply, the darts are too close to cause the neuromuscular disruption that leads to incapacitation of the subject. The officer needs more practice with the device.
