Each state has oversight of HOA’s report him. Call the police. Then file a complaint with the county Consumer Affairs. It will be on public record. I’ve heard of limiting the time people a park their cars and having those cars towed, but he’s not talking about a car on the property, he’s talking about a houseguest.
