Each state has oversight of HOA’s report him. Call the police. Then file a complaint with the county Consumer Affairs. It will be on public record. I’ve heard of limiting the time people a park their cars and having those cars towed, but he’s not talking about a car on the property, he’s talking about a houseguest. I filed a complaint and it went all the way to HUD, I won!

I have lived in a neighborhood with a HOA for over 10 years and I NEVER have heard or seen anything remotely close to this. Sometime mine will send a mass Email as a " reminder" to pick up dog poop, or trim hedges, but that is about the extent of the involvement. I would never tolerate the behavior depicted in that video. There would be police officers AND an attorney involved immediately!
