our penal system is as corrupt as the legislative and judicial branches of our government (Yes, that bad)! bullets are fiscally responsible, and the recidivism rate for criminals returning to a life of crime, when used properly, is much lower with bullets than it is with incarceration. until prisoners are made to "pay for their own crimes", instead of the taxpayers, and actually have to "do without" all of the luxuries that they currently enjoy on the backs of hardworking taxpayers, and actually have to earn their way, and pay for the prisons, their construction, and all associated costs through their manual labor, the system will remain broken!
