It is not the job of the police to beat and torture people. Arrest him and let the court decide the punishment. I would put money on the fact that those handcuffs were put on much tighter than they needed to be to keep him from slipping out. Putting on a 2nd pair of handcuffs was also unnecessary.

I have always noticed the wife beaters, child abusers and killers would complain of pain. They’ll dished out horrific pain to their killers but cry as something simple like being handcuffed. I tell my family, fight back, the evil wants weak victims
