I think it's a mud skipper vs a turtle the mud skipper can react faster than the blink of an eye while the turtle can only strike as fast as the blink of an eye

The turtle did not eat it, when paused at the right moment you will see that the fish/eel jumped back just a hair faster than the turtle strike.
