Regardless of what's going on or who's right or wrong. It's ridiculous for the man in the wheel chair to try to block the vehicle. He's assuming that because he's in a wheelchair the driver will respect that's he handicapped. Not so, he put himself in unnecessary danger instead of moving aside taking a picture of the vehicle and license plate and reporting the incident to the police and his insurance company as a hit and run.

The woman in the red car should just pull up, roll up her windows, lock the doors and wait for the police. If she is innocent of whatever they are claiming, then she has a complaint against them. If on the other hand she has done something wrong, she did the right thing by staying. Either way, she has done the right thing. Whether guilty or innocent she needs to stay.
