Actually it’s a silt bag. It attaches to the end of the discharge hoses of various types of centrifugal or diesel pumps mainly used for dewatering construction sites. They must be used by law in accordance with EPA laws, guidelines & statutes.
That is a geo textile fabric used to contain various types of materials pumped from ponds or waterways that have filled with sediment. Sometimes coagulants are mixed with the product going into the bag and upon reaction the solids fall out of suspension and the water seeps out of the fabric. Other times the material is simply pumped into the bag and the bag is pumped until it can not safely accept any more. The bag is then left to sit and let the solids fall out of suspension and let the water seep out. Sometimes the fines of the material block the openings of the fabric and the draining stops. The fines build up a barrier that must be shocked loose from the inside of the fabric by impact. The impact causes a momentary surge of the fines escaping as the film buildup separates from the fabric and falls to the bottom. The process starts again and the discharge water turns clear for a while. Timeframe varies. This is a basic dewatering setup used in reclamation and expansion projects.
