It’s a man with a pair of blue jeans on and a red shirt kneeling down, then stands up and he crawls off to keep from falling off de bridge and the sound is obviously not coming from whoever that is on the bridge. There's a person in a red shiny or glittery top that stands up then bends over to crab walk across the top of the bridge. Looks like kids jumping off the bridge into the water at night. Before anyone says anything, living in a very rural farming area will have kids jumping off bridges at night into the water. Probably have been doing it for generations and since they could walk. Country kids gotta find fun where they can.
