That's one of the perks of living on a military reservation, no State or Local Law Enforcement is allowed on the Base except by prior approval of the Commanding Officer. That's how we were able to fish to our hearts content without having to worry about a State Game Warden showing up and asking to see our Fishing License as none of us had one.

The guards boss would tell him the same thing, the Secretary would have to approve it and I doubt he'd take a call from the gate guard. Maybe the Mayor could swing it with the Governor. But you don't drive up and say, "do you mind if I have a look around your secure facility" with a bunch of redneck civilians.
