I walked into a Walgreens once and a sheltie had walked in the door right in front of me. it was a 98° day. The manager just kept saying is that your dog get it out. I said no it's not my dog and he said it needs to leave the store. I said no it needs water it's going to die out there. He reluctantly agreed and one of the employees brought water. Thank goodness it had a tag on its collar. I called the owner and they came and got him within 10 minutes.
