I had a problem with this scene. Gov. Clinton may authorize/prevent state law enforcement agencies from capturing or indicting Seals but NOT federal enforcement agents. Federal ALWAYS supersedes state government. Once state officials release him, federal can re-arrest & take him away. Yes. I'm aware CIA gave him that get out jail card but CIA don't share intel with FBI or other federal enforcement agencies which makes them (non CIA agencies) free to take Seals. Whether he gets indicted & prosecuted at the federal level is another issue.
