I just put oil on potato and put in the oven, unwrapped, depending on size 45 minutes to 1 hour 400 degrees. it gets crispy but not quite that hard.

butter it while baking. that's how you get it to l9ok like that. don't wrap it in tinfoil. Just butter well and place on oven rack on 350* keep basting with butter while rotating
