The problem is on both sides! I personally had my car damaged because of a speed bump that even a jacked up truck would have issues with! From bumps that are to high for the posted limit to one's that scrape the daylights out of your unmodified vehicle frame! Just because you have a posted speed limit still dosent allow for modifications to the road that won't allow a vehicle to travel over it without damage to it!
lots of drivers now are to busy looking at their phones to notice the signs on the sides of the roads they are driving on. if they were aware of their surroundings they would see the warnings or the pedestrian around them.
If they have a sign that says slow down speed bump ahead, oh well dumb asses problem. Maybe get off the phone and pay attention to your driving. NO SPEED BUMPS SHOULD not be banned

I used to be on a small city council and we couldn't just put a speed bump any place we had to have studies and research done on it and I had to have a justifiable research that cost tens of thousands of dollars before we located a good spot to put a speed bump
