Loved the way he handled the situation, but now he has to wait for her to exit the vehicle or drive off with his cuffs. Then she can be arrested for stolen cart and city property (cuffs), wreckless endangerment to public, and fleeing the scene of accident, and avoiding arrest, and finally obstruction of justice.
