The cop is clearly at fault. He is holding a gun (not taser); which is suppose to be the first thing when no sign of a threat. The man was already on the other side of the wall holding on. Yes, he released the wall but that could have been done due to the cop holding the gun at the guy’s skull. Pay attention people, don’t let this whole perspective of cops “serving and protecting” cloud the obvious situations and your common sense.
