Regardless if the dog just wanted to play the puppy was uncomfortable. The owner of the playful dog should have asked the puppy owner if they can meet and greet first before allowing him to barge in to the puppy’s space. My dog is the same way and she is older.
CALL OFF YOUR DOG when you see them doing that! It's NOT funny or cute! Other dogs used to do it to mine. My dog is 100+ pounds. He would try to get away, and the others would continue like that. MY dog would end up getting jumped because he'd give a warning growl and a 'back off' snip, and continue to try and get away from the aggressor. MY dog is then seen as the aggressive one because irresponsible dog owners are not paying attention when THEIR dogs are being SUPER intrusive. That little mutt got his just desserts as far as I'm concerned. He's lucky the bigger one didn't react differently.

The owner of the smaller dog needs to go take some dog ownership/dog handling classes.

Why didn't the owner stop this behavior? Lucky for it, the other dog wasn't aggressive and it ran into the garbage can. However, if it (the smaller dog) continues that obnoxious behavior a more aggressive and larger dog will rip onto it, sooner or later.
The owner should’ve stopped the dog. It’s obvious the other dog was uncomfortable. Obviously a new dog owner that needs to learn how to manage her dog. no big foul here just a learning curve.

My dog is the most docile dog you will ever see. There was a stray cat who would attack the dogs in the neighborhood but would come play with my dog. It would roll onto its back and swat at my dog as they played. One day at the dog park, a husky got a little rough with my 65 pound Aussiedoodle and he rolled onto his back and slapped the husky across the face. It's owner and I just busted out laughing. I wish I had it on video.
