Senility creeps up on some Seniors, really rather unbeknownst to them. When they do become aware of it, it is often a battle like young men face with puberty: it takes a while to get a handle on it! I call it the, "kermudgian complex." Shoot for, "gnome!" Gnomes are kermudgians who have cross trained and are now somewhat entertaining and quite mischievous.
That tree over hanging the fence probably makes a mess in the old lady's yard. I've seen the same thing happen. My babysitter lived next door to my late mother-in-law and the babysitter would clean up the mess in her own backyard from a tree in my late mother-in-law's yard & she'd throw it back in my late mother-in-law's backyard. 😂
ima assume she picked that trash up from them tossing it over the fence.... she's just throwing it back where it came from.

I have an 83 yo neighbor that is relentless. we live in apartments and kitty corner in the breezeway from me. will NOT leave me alone. I've sent no less than 50 different videos of her doing things directed at me. she has called me on numerous times a bi_ tc_. sl-t,drug addict, has told me I need new clothes, haircut, spend time with my grandkids, a trouble maker, their. and has told the management that she and her old man friend are afraid of me. I've NEVER done or said anything to her. And I'm 66 years old, single, retired and have lived here over 3 years. her just a year. when my lease is up I'm gone. I don't need this trouble. I would name that old lady Linda.
